Declaration of the Parlament of the Republik of South Ossetia
The deputies of the Parliament of the Republic of South Ossetia express serious concern in connection with growing tension over the Republic of South Ossetia. There are grounds for supposition that for resolving of conflict Georgian authorities are planning to use force. In this connection cause alert the large-scale maneuvers of the Georgian army and gathering troops with heavy arms to the borders of the Republic of South Ossetia resulting with more frequent shelling of Tskhinval and the other settlements by the Georgian side, hostage-taking, provocations at the roads and against peace-keeping forces. Our citizens undergoes moral and physical insults at the illegal Georgian interior ministry posts in the zone of conflict, perpetration of the terrorist actions at the territory of the Republic of South Ossetia made by order of the Georgian special services, threat of physical elimination of the South Ossetian authorities, demonstrative attempts for breaking of existing mechanisms of the negotiation process, refusal from signing of documents of non-resumption of hostilities and non-use of force in the sphere of Georgian-Ossetian conflict settlement what South Ossetian side is persistently insist on. All this gives grounds for making a conclusion that terrorism in Georgia is elevate to the level of state policy.
Moreover, aiming at creation of the illusion of cleavage in the South Ossetian community and to transfer the Georgian-Ossetian conflict to the field of inter-ossetian confrontation Georgian authorities has feigned an adventure with so-called “alternative elections”, “creation of the temporary administrative-territorial unit in South Ossetia”, “commission for definition of South Ossetian status within Geirgia” at the temporarily occupied part of South Ossetia.
All the steps of the Georgian Government have nothing to do with the aspirations of the South Ossetian people, and contradict to the real settlement of the Georgian-Ossetian conflict and are making only to lead astray the international community.
Moreover, according to information we have, official Tbilisi is planning at the eve of the VI congress of Ossetian people and celebration of the Republic Day to organize so-called “peaceful march” in Tskhinval with participation of thousands of people, mainly Georgian citizens of Ossetian origin. This so-called “march” is planned to be conduct under the slogan of “friendship, brotherhood and reunification of the Georgian and Ossetian people”. All this looks like so-called “peaceful meeting” which Z. Gamsakhurdia planned to carry out at 23 November 1989. That was beginning of armed aggression of Georgia and genocide of Ossetians. Obviously, history do not teach something the present Georgian authorities.
This “peaceful march” carries a threat of another war. Confrontation of thousands of people from each side is fraught with unpredictable consequences. All responsibility of negative development of events will completely lay at the Georgian Government.
The Parliament of the Republic of South Ossetia apply to the Georgian authorities with the proposal to refuse from adventurist idea of conducting of so-called “peaceful march”, from staking on adventurers and traitors and return to the civilized peaceful negotiations.
We are calling for the international community, UN, OSCE, PAEC, Parliaments of all states of the globe to resolutely blame an aggressive and destructive policy of the Georgian Government towards the Republic of South Ossetia and its people and to contribute to the peaceful and just settlement of the Georgian-Ossetian conflict.
